Itchy Spots

My horse is finally starting to shed out... the other day I noticed he has patches were the hair was gone and the skin was flakey. The worst spot was under his main close to the roots. It almost looks to be fungal. This spot is very itchy, if i brush any where near it his eyes almost roll to the bac...

I am suspecting my gelding has an abscess on his back foot. This is way I think this... He is very sore, only walking on his toe, there is no swelling or heat. I did some pressure test all over his foot and heel but he didn't really flinch at any particular area. He is also more sore when he is walk...
