It depends which event you are timing and probably which association you are asking about. For CCA/MRCA/Chinook When timing events that are to the 10th, example 10.1 any additional digits on the stop watch are ignored or dropped, never rounded. The December 1st does make it confusing for sure! A horse can compete as a Futurity horse for 1 year only. A derby horse does not have any prior competition rules, so can compete in the derby up to 7 years old, no matter when they started being competed on.
