No it is not rare. %6-10 of the worlds population of women have this disorder, so I image the numbers are the about the same in mares (maybe less). Im still researching, it is hard to find info on mares, there is lots on women though.

Just a tid bit. If you are using a synthetic cinch (neoprene, fleece and nylon) its good to use leather latigo and billets.
